Highland Springs Country Club
Quorum Article - July 2001
Highland Springs
Country Club is a gated community of 289 single family homes located on 127
acres in Cherry Valley among the foothills of Mount San Gorgonio. It is 55+
community with more than 95% of its residents making this their permanent home.
The clubhouse is 7500 square feet with kitchen, dining area, library, gym,
billiards room and card rooms. Adjacent to the clubhouse is a large swimming
pool, spa and a cabana. Nearby are two tennis courts, lighted for nighttime
play. Included in the amenities is a 9-hole golf course, where residents enjoy
daily open golf on a first-come first-served basis.
The homes at Highland springs are two and three bedroom units built in the
mid eighties and ranging in size from approximately 1,200 to 1,600 square feet.
They currently sell in the low to mid $100,000 range.
A Five member Board of Directors governs the homeowners association.
However, central to community life at Highland Springs are its numerous and very
active committees, which ultimately embrace the entire membership of the
community.
The Clubhouse Committee has the responsibility to ensure that building, the
swimming pool and spa remain in reliable working order. The clubhouse is a
two-story building and is capable of being used by as many as four different
groups concurrently. The clubhouse is used by at least one group on six evenings
each week.
The Golf Club is responsible for maintaining golf handicaps for each player,
posting the handicaps, and ensuring that each player plays the minimum rounds
annually required by the handicap system. The club holds mixed tournaments every
month and an annual tournament.
The Golf Course Maintenance Committee is responsible for maintaining the
27+-acre golf course as well as the remaining common area. The committee directs
the activities of the five golf course employees and is responsible for more
than $150,000 in equipment. The work of this committee is complemented by the
Golf Course Improvement Committee, which works on improving the aesthetics of
the community’s golf course and common area. They work with volunteers and
from donations by Highland Springs residents. This group has overseen the
installation of golf cart paths, planted numerous trees and installed a number
of flowerbeds.
The community gets most of it information from a monthly newsletter, The
Breeze, which is an eight-page publication produced by its own committee.
The Neighborhood Watch Committee gathers and disseminates emergency
information and recommends security improvements within the community. The
Social Committee plans and produces various social events throughout the year,
including a Luau, Valentine’s Dance, Oktoberfest, and New Year’s Eve
celebration.
In addition to the many committees are the Clubs: Women’s Club, Women’s
Golf Club, Men’s Golf Club, a 45 member Chorus, and Cherry Valley Rovers,
which is a group of RV enthusiasts that takes trips in convoy around the region.
Association dues at Highland Springs are a modest $117 per month. The
Association’s services are almost entirely provided through in-house staff.
Highland Springs is managed with forethought. The only issues facing the
Association are restating the
CC&Rs and the new “age 55” rules.
Association Manager for Highland Springs is Zoe Lombard of the Monarch
Group. The Monarch Group has managed this association since 1995. Says Zoe,
“This is a quiet community with involved homeowners, who care about their
association. They have the perfect weather all year.”
