The original developer for Santa Rosa Cove was Landmark Land Company. Construction started in 1983 and general build-out was in 3 phases through 1989. The units are grouped in 3, 4, and 5-plexes. However, the final phase of six lots was recently built-out as single-family homes. In order for these homes to match the existing construction two sets of three homes have a common wall in front.
The homes at Santa Rosa Cove are two and three bedroom units ranging in size from approximately 1,300 to 2,400 square feet. During the past year or so units have sold in the $650,000 to $900,000 range.
Although Santa Rosa Cove is classified as a planned unit development (PUD), the Association handles the painting of the buildings, and maintenance of the roofs, landscape, pools, spas, tennis courts, and common area. Recent long-term maintenance includes new tile roof underlayment, remodeling of the clubhouse and refurbishing all of the Association’s pools and spas. In the recent past, all ten pools in the complex have had their decks resurfaced, new fencing installed, landscaping upgraded, and the walls and pilasters raised. Current special projects include the painting of all the buildings.
Aside from close attention to building and infrastructure maintenance, Santa Rosa Cove competes with new development by keeping its landscaping fresh and natural. All shrubs are severely pruned back before summer and are allowed to grow naturally rather than trimmed into square and boxed hedges. A number of the homeowners have re-landscaped their properties to Desert Landscape.
While many Coachella Valley homeowner associations economize on gas by shutting down the heat to selected pools during the winter season, Santa Rosa Cove has adopted a different policy. Because of its close proximity to popular golf courses and the La Quinta Hotel, Santa Rosa Cove is a very popular rental resort destination. So, in order to avoid harm to property values, the Board does not shut down the heat to any of the Association’s pools and spas during the season. Rather it simply budgets for anticipated increases in natural gas prices.
A seven-member Board of Directors governs the Santa Rosa Cove Association. Active Maintenance, Landscape, Architectural, and Security Committees assist the Board. Ocean Springs maintains the Association’s ten pools and spa. Landscaping is maintained by Steven Burt & Associates. Securitas provides security services. Lounge Bright is responsible for cleaning and upkeep of the pool decks, pool furniture, and tennis courts. Albert Association Management maintains the lighting throughout the complex. Peters & Freedman provide legal services. Western Pacific maintains the roofs. Jim Lamb maintains the gates. Asphalt MDs provides street maintenance. Truly Nolen provides pest control, and Time Warner provides cable service. Association dues are $440.
Albert Association Management assumed responsibility for managing the Santa Rosa Cove Association in 2001. The Association Manager is Christina Enriquez, CCAM. The Association office is located at the entrance to Santa Rosa Cove.
